Anger is growing in India over an encephalitis outbreak that's killing children. 113 kids have died so far in Bihar – one of the country's poorest states. Protests have raged with people accusing authorities of acting too slowly and not doing enough. Encephalitis can cause swelling of the brain, a burning fever, and vomiting. It's spread by mosquitoes, especially during the summer monsoon season.
