The U.S. Commerce Department said it could temporarily scale back restrictions on China's Huawei Technologies. The news comes just two days after the U.S. blacklisted the company and its affiliates. The Commerce Department said it may issue a license, valid for 90 days, as a cushion for entities who already have Huawei equipment, but it will not apply to new transactions.
